Once again the Small Council is called to assess the progress of the King's officers, as well as to discuss the recently raised matters of the Stepstones and the fate of the Lannister bastards. They find Stannis to have been the first to arrive to the day's meeting, as usual, waiting in a rather plain black overgown with tiny golden stags sewn into the fabric. Atop his head rests his crown of grasping flames, the hair around it receding even as his square jaw sprouted a dark and bushy beard. In his weathered hands, plain save for a simple gold wedding band, he clutched a letter, presumably the same one sent by Lord Arryn to report of their progress in the Stormlands.
"We shall soon be welcoming the spawn of the Kinsglayer, courtesy of the Dornish." The King began, once all of those commanded to be present had arrived. "Tommen too, I suspect, once that bastard pirate is given to the gallows." He steeled his jaw, and eyed his Hand. "Perhaps what ships we have should be put to good use in ensuring that they do not escape. I would not have another Pretender waiting for my death across the Narrow Sea."

Ser Crane grimaced. "The Bastards of Jaime and Cersei Lannister cannot be blamed for their bastardy, yet they are base born bastards and should be held to those standards. Perhaps...perhaps they can be given to the faith." Either as sacrifices or devoted it made no difference.

"I agree completely." Justin nodded at the words of his fellow councilor. Though in his mind, he pictured the once-named-Baratheon bastards as servants of the Lord of Light, the thought of burning children at the pyre not even once crossing his mind. "Let the bastard children be two more acolytes of the Heart of Fire, refined from their base origins in His light to spread His word ever further throughout the continent." For that matter, Massey didn't even care all that much if they should be given over to the Faith of the Seven, to become septa and septon instead. As far as he knew, as long as they became clerics of some kind, they'd never be able to pose as credible claimants to the Iron Throne. "If they cannot serve and learn at the new temple here for its proximity to the sea, surely they can do so at one of the new shrines in the heart of the Vale. I doubt anyone would be fool enough to try smuggling them out past its mountains and knights."
On the matter of closing the sea lanes, he remained silent, waiting for the new Mistress of Ships to speak. Apparently she got hitched to one of her fellow Ironborn on the way here, as far as Justin himself understood it. Damn shame, that - he figured that not only had he missed out on an adventurous and energetic bedmate, but also Pyke. Ah well, at least he had Rosby.

"They're a young lass and lad, they shouldn't be harmed"
Said Davos.
"Tommen and Myrcella are both said to be sweet and good-natured. How those spiders were born of Cersei's loins is a mistery to me. But, bow that their bastard status is plain to see they pose no threat to you, my king"
He reminded.
"Maybe it would be better to settle them both in a keep in the West, give them some lands and marry them to a family of loyal bannermen. Or maybe settle them in a kingdom where they have no connections, like the Vale or the North"

”To have them fostered in the Vale would be a fine solution.” Stannis decided, unsurprised by the obvious zeal with which both Horpe and Massey suggested they be handed into the custody of the Red God’s Temple. That they were no threat was not exactly true, for as long as but one man called Tommen the true king he could be propped up as a pretender. “I will have them done no harm. Let them be kept far from the capital in Lord Arryn’s court.”

There was a silence. Stannis ground his teeth, and looked to Asha expectantly.
”Lady Greyjoy. You promised me news for the next small council meeting.”

FINALLY, Lord Tully makes himself present at the Small Council
"You'll forgive me, my lords, your grace. I thought it was best to be late than to miss the meeting at all."

With lady Greyjoy apparently now absent in the Stepstones, Stannis makes do without her.
"Lord Edmure. Your absence was lengthier than I anticipated. I had hoped to begin offering the people of this city farms to till and food to grow much sooner."

"I apologize, your majesty. The wounds of the Riverlands needed my hand to stitch them, let us pray to the Seven that they'll heal and this proves to be a lasting peace."
Edmure replied
"However, I have been thinking about your idea of relocating the poorer folk of this city to the country. And I have an ambitious proposal."

”Let us hear it then, Lord Edmure.” Stannis gestured for a servant to fill his cup with lemonwater. ”Much of my treasury goes on buying food that we could simply grow if our farms were filled with working hands.”

Edmure replied "I propose we confiscate empty land, divide it in small but good lots and lease them to families willing to leave the Capital, especially those in the most vulnerable neighbourhoods. The lease terms would be generous; a tax exemption until next spring so that they have the time to learn the craft and settle comfortably before starting to pay. The task of surveying the lands and giving farming council to the tenants can be assigned to local septons and maesters."
Lord Tully worried about the fate of the tenants if they weren't properly supervised and helped. What good was it to leave the city in order to starve in the country? "This isn't a short term solution, your majesty, but I'm sure that in time these freemen would be able to contribute greatly to our coffers. Smaller lots tend to favor innovation and efficiency, something most Lords don't really care about."

"These me would be indebted to the crown and you wouldn't have better subjects"He nods. "Aye, this is sound and good. I support Lord Edmure. Let every man claim as much land as a family can plough. And forbid them to sell anything, else I fear unscrupulous men might seize the chance to have their lands grow big at little expense. Protect the smallfolk from the hungry lords"

”And where would this scheme take place? The Crownlands and Riverlands are bereft of hands to till the fields, so perhaps this is best put to use there.” It would perhaps lessen the number of knights and horsemen that would answer the call to banners during war-time, but food for the realm was of greater importance. ”Aye, they will need protecting. I suspect those we confiscate from will be none too pleased by their loss.”

I rode there last fortnight, after my son was spoused to Lady Ermesinde"He scratched his beard. "The Northern lands of her Ladyship were harassed by bandits and some of them aren't settled. Maybe we could send a score there. And the Riverlands are much needed of farmhands"

With the conquest of the Stepstones concluded, Asha Greyjoy returned to King's Landing and the Small Council.
