"I will go even further. Promise a plot of land to the guardsmen that serve loyally and ably for five or ten years. To become a Farmer and having your own thing is a dream for many in this crowded city"

Perhaps we can offer chance to those who were once in the Faith Militant.
Lucion considers after Ser Massey's recommendation.
Some go to the City Watch, some go out of the city and to new lands. Probably best to split them up, considering their former loyalties.
The Master of Coin suggests.
It will certainly help with cleaning this city up.

Horpe snorted. "The faith militant...fanatics for the Seven. Do you seriously think they bear no I'll will to His Grace? They consider the Lord of Light a demon. They will take coin to stand guard in their gold cloaks, and thrust the spear in our back as soon as it fits them. They should all be sent to the wall. Look to the the war ravaged regions and burnt out farms. But the spears in the hands of the small folk who will appreciate a wage and three meals per day."

The King derisively replied, echoing Horpe’s counsel.
”The treasury can bear any expense you incur, Ser Massey. I would rather fill the Watch with men than beardless whelps, but Ser Davos knows Flea Bottom better than any man here.”
Stannis conceded to his Hand’s experience.
”Look to the veterans of the recent wars for our officers. A command in the Watch would be a fine reward for those men-at-arms who bled for my throne.”

And I don't doubt my fellow Flea Bottom'ers shall become good guardsmen, in due time"Said Davos. "I know a few men who would make good officers. One stayed with me since we went to Skagos, a strong and honest man"He added. "Maybe some of the sellswords Massey brought could be swayed to serve if they're given some farmland too, even if they're not of my liking, they only value gold and little else"

"No Warrior's Sons, then." Massey conceded. The knights zealous enough to don the rainbow sword of the Faith were unlikely to voluntarily join Stannis, anyway. "But perhaps we could have better luck with some of the Poor Fellows, sire. To my understanding, many of those smallfolk who joined their ranks did so less because they were necessarily Sevener zealots, and more because the nascent Faith Militant was the last line between them and the chaos and banditry plaguing the Riverlands and the capital's environs before your righteous return." Some semblance of order seemed to return with Lord Edmure, or so Massey had thought while darting through the Riverlands toward Casterly Rock and then back to the Vale. But before that, outlaws had been so numerous and audacious that only the highborn were safe in their castles, as the sack of Saltpans demonstrated - and sometimes not even then, as Red Walder's branch of House Frey had demonstrated. And unlike the highborn knights, kingship and gods probably mattered less to those peasant fighters than safety and food, or so Justin hoped.
Justin nodded at the rest of Stannis' and Davos' words. "I'd be happy to make both offers to all who will hear when I launch the recruiting drive, Your Grace: a salary in gold for those who would prefer to stay within the capital, and a modest plot of land to till for those who seek greener pastures as Lord Davos suggests, if you'll allow it. Moving some of the guardsmen and their families out of King's Landing should reduce the, ah, squalor here as well, I should think." Not that the knight was any sort of urban planner, but it seemed fairly straightforward in his opinion that fewer mouths to feed, less shit in the sewers and less crowding in Flea Bottom would make for a cleaner and healthier city, that could also withstand a siege more effectively.

Ser Richard Horpe cracked a smirk as Stannis agreed with him. "The offer remains, Massey. Once you find able recruits, rotating them in bouts with the Kingsguard will put some steel in their spines."

”I expect a well manned and defended city before the year is out. We must repair the walls and gates before men can defend them. How it is done is your own concern, you all know well enough the punishment for negligence and failure.” Stannis would leave the details to Davos and Massey.
”It has come to my attention that the Lannisters left the succession of Rosby unsettled. I would see Lord Massey named as Lord.”
The King made light of the handsome reward, as was his fashion. Rosby was a handsome castle on fertile lands, and was a fitting prize for a loyal bannerman.
”Secondly, I am sure you all heard of the Kingslayer’s sudden entrance. Ever with the theatrics. He threw himself on the King’s justice before I threw him to the dungeons.”
For all he had done, Stannis was more than inclined to leave the Kingslayer a head shorter.

Horpe made his opinion of the subject immediately. "The Kingslayer should be given over to the Red Temple as a sacrifice forthiwith. His sins are too numerous and heinous to be granted any mercy. Jaime Lannister must be put to death."

Lucion had heard of Jaime's arrival. The imprisonment was to be expected.
Though he is my kin, he betrayed Robert and Your Grace by bedding his sister and thus denying Robert trueborn heirs.
The Targaryens did it, but that was a tradition of theirs. Jaime and Cersei's actions had caused the realm to bleed terribly.
I do not think that even the Black would be fitting. He has lost a hand after all.
Lannister looks to his King.
See justice be done, Sire. It will end the line of Tywin, but it will ensure that the people who caused this chaos are given due justice.

Rosby was a good castle, not too far from his kin in Stonedance, and close enough to the capital that he could continue to man the defenses without letting it slip from his grasp. It was an old castle with a decent reputation as well, unlike the Twins which he'd been considered for previously. "And it will be done indeed. I don't intend to leave the barracks without first ensuring that it's well-manned by reliable guardsmen."
"And I hear you, Ser Horpe. A gracious offer that I'm more than happy to accept. I'm sure the young men I intend to recruit will welcome your lessons, as well." Justin added diplomatically, in answer to the new Lord Commander of the Kingsguard. Couldn't hurt to have the men trained by knights - Massey knew full well that Horpe and his like weren't some green foppish sorts far removed from battle, but men who had been in the thick of fighting with him and their King. Attitudes aside, the martial lessons they could teach the young and inexperienced future Goldcloaks would be valuable indeed.
On the matter of the Kingslayer, Justin remained silent as Horpe condemned the man to the fires and even his own Lannister kinsman didn't seem very interested in sparing his life. When he did speak, he sounded casual, as if largely indifferent to Jaime Lannister's fate. "Is the Black really such a mercy though, especially in these times? Lord Sn - Stark and the Lady Melisandre have both spoken at length about enemies stirring beyond the Wall..." Not that the newly minted Lord of Rosby put too much stock in the words of a well-spoken and conscious zombie, or that he thought the Red Woman was completely and absolutely serious about the Great Other marching in from the cold just now, but despite his act he truly wasn't eager to see another consigned to the pyre. Not even a man as villainous as the Kingslayer. "I gather he won't be of much use without his good hand, but perhaps he can still be useful in taking a blade meant for a better man up there. Or else the Wildlings will gut him when he annoys them."

Thundered Stannis, more rhetorical than genuine. Melisandre’s dulcet tones cut through the noise.
”Give him to the Lord of Light, and he shall be purged and reborn anew in the Lord’s fire. A just punishment for an unjust man, my king.”
The Priestess’ hungry eyes glowed as hot and bright as her flames.

Said Davos.
"He submitted himself to the king, ser Jaime is conscious of his own guilt and he carries that burden. The man lost everything he held dear, in my experience that's worse than the axe"
He leaned forward.
"And he behaved honorably for a man whose reputation is so reviled. Yes, he has crimes to atone, but don't give him to the flames, let him wear the black. He's experienced and able, he will be of much use up North, specially with so many sellswords now in the Wall. I'd rather have another sword in the last war to come than a bundle of ashes"

Stannis clenched his jaw so hard Melisandre thought his teeth might shatter and splinter like shards of broken glass.
”I would rather have another ten thousand good men on the Wall, but we do what we must. The Kingslayer dies tomorrow.”
The Red Priestess looked to Davos dispassionately, recalling her sparing of Mance Rayder by trading his place with Rattleshirt, which ended up bringing them advantage during the King’s battle at Winterfell. Perhaps the Kingslayer did indeed have a use, for she had seen disturbing visions in the flames of late. Every man had a purpose, even one such as Jaime Lannister.
