After all, he clearly used Tywin's gold to his own advantage rather than using it for its intended purposes. Stannis’ face twisted into a frown. Nothing irked the king more than talking of money.
”But we shall lease those mines.”
Not as if they could afford to refuse. There were few reserves of gold outside the West.
”Trade is strangled by pirates, and the Crown has no fleet to repel them. I am forced to rely on sellsails and merchant ships to repel such banditry.”

Lucion suspected as much. The debt to Casterly Rock would stand, but like he said, Martyn owed Stannis a great debt in return. The young lion wasn't ambitious... yet.
I will see about hiring some new clerks to ensure what money is gained from the assets is properly accounted for.
The Master of Coin states to the King.
I will send word to Lord Lannister, say to bring word when new veins are found. My father, Damion, will begin assessing which standing mines are good for the Crown's usage.
Lucion knew his father was good at coin, likely better than him.
If we can defeat, or even arrest, this Aurane Waters, it should disorganize the pirates and make it easier to reclaim sea trade routes from their grip.

He looks at Stannis.
"If you want, sire, send someone to deal with my friend Salla, he lost heart, but he's decent, even for a pirate. Offer him the Stepstones, send him some men and he will make a short work of the pirates' den. He's a colorful one, so give him an empty title that sounds nice enough and you'll have won him over. Or a good marriage for his lasses"

Ser Horpe arrives in his full set of armor, polished to a sickening sheen. His white cloak was immaculate. his helm was in his left arm and he placed it on the table before his chair. It seemed ages since his faith was challenged outside the walls of Winterfell and now he was Lord Commander of the Kingsguard. He had left Parmen outside the chambers and took his seat. "Your Grace, Lord Davis." He said by way of greeting and took his seat.

Ser Horpe guffawed at the idea of repaying the Lannisters. "It seems to me that the Lannisters were traitors to the Realm, that they conspired to usurp the Throne with a base born bastard of their own incest, and prosecuted a war against the rightful King in order to see this crime accomplished. I believe that as part of being brought back into the King's Peace and for forgiveness of this treason, all debt owed to Casterly Rock by the Iron Throne should be cancelled. Why should the Rock stand to gain any benefit from the folly of the war of the five Kings?"

Lucion glances at the newly raised Lord Commander of the Kingsguard.
Not all Lannisters are traitors, Ser Horpe. Those who caused the war are dead, exiled, or missing.
The missing being Jaime, Myrcella, and Tommen with Tyrion being exiled.
The West desires to change that stained image and that is why I not only recommended holding off on the debt owed to Casterly Rock, but to even lease gold and silver mines to help His Grace pay off the debt owed to Iron Bank. My lord cousin, Martyn Lannister, owes much for the King for acknowledging his claim and he desires to repay that debt owed.
A Lannister Always Pays His Debts.
I do not expect everyone to suddenly trust the lion again, but I will be damned to let everyone view us as Cerseis and Joffreys. We will do our part for the sake of His Grace.

Stannis affirmed, shaking his head. Cancelling the debt to Casterly Rock was both dishonourable and unwise, with Tywin dead in the dirt and the realm in need of Lannister gold.
”I will raise the matter of the Stepstones with Lady Greyjoy upon her arrival. I confess I was surprised she remembered her vows. Lord Balon was often forgetful.”
The King’s words were laced with bitter venom, as always. He gestured for Maester Pylos to take down his words.
”For the nonce, we shall raise a tax on the grain traders. Ser Lucion can oversee the details. When veins are found in the West, the Crown shall lease them for ten years at a twentieth of their worth.”
Baratheon silently watched as the words were committed to parchment, stone faced.
”I have been informed that the Riverlands and the Crownlands have been severely depopulated, the peasants slain and the lands untended. My Hand counselled that we find men in the city willing to till the land to take their place.”
King’s Landing was full to bursting with too many mouths to feed. To Stannis, it seemed like a sound proposal, but he was using his council to test the water.

The door was openned by a kingsguard, letting a young but splendidly beautiful woman enter. She was wearing a magnificent gown, blue and silver, and the hair was partly covered by an embroidered hennin that elongated her figure upwards. Lady Sansa of the Vale had come to claim her husband's seat in his absence, for the sake of the Vale. She bows.

A missive from Lester Morrigen arrives:
Storm's End has fallen and I have left a garrison of 250 men to hold it. Griffin's Roost has likewise fell and I move to Crow's Nest next. After Griffin's Roostis appears Lord Arryn was anxious to press on to Dorne while leaving a considerable amount of the Stormlands still in the hands of rebels. I am requesting an additional 2,000 men to finish the job as a result. I am closing in on the rebels and will bring them to battle as soon as is feasible.

The King’s gaze was drawn to the new arrival, his jaw shifting mechanically as he pondered Lord Eddard’s daughter claiming the seat of her husband on the Small Council. He knew little of her and trusted her even less, a stranger to him and once a friend to Littlefinger. And besides, what would a fifteen year old girl know of ruling a realm? Melisandre followed her in, like a shadow, the mistress of whispers electing to forego the day’s preaching to take her place at her King’s side. After a brief look of acknowledgement between Stannis and his sorceress she took her seat at the side of Lord Davos, and gazed at Stark intently.
”I sent Lord Edmure to bring Baelish back here for trial, only for news to reach me that he had already been executed.”
He announced, rather flatly, tone devoid of some the usual bitterness.

I thank Your Grace for honoring this. The West will ensure that there is a means to pay back the Iron Bank first and foremost.This was expected. People just didn't trust the Lannisters because of people like Jaime, Cersei, and Tywin. I will speak with Lord Tyrell about the grain traders from the Reach and speak with guilds in the city.There was a lot of money to potentially gain from everything becoming standardized again. It would be a lot of work though. On the matter of the depopulated areas. We could have used the men from the Golden Company, but they will serve their purpose on the Walls. The city is rather... populated. It would not hurt to try and send them away to be of purpose elsewhere, rather than lying in the streets drunk or worse.When the door opened, Lucion glanced to see Lady Arryn walk in. His eyebrow raised slightly. Had Stannis Baratheon approved of this?

Horpe drummed his fingers on the pommel of his sword. It would take a monumental showing for him to trust a Lannister again. He was surprised to see Sansa...and narrowed his eyes to see how this would play out.
