The forces of Lucius Cornelius Sulla Felix are being steadily arrayed north of the city of Rome, near Ancona on the Adriatic coast. Lepidus the Younger arrived at the encampment, ready as always to once more serve under Sulla's command although bitterly disappointing in the man. Since he held real power in the republic he changed. Power seemed to have gotten to his head. The mans word could no longer be trusted and in this life all a man had, was his word.

Lucius Valerius Flaccus reviews all his notes, after all his meetings and research and goes to the shipbuilders to but his order for the upcoming navy for Lucius Cornelius Sulla. "Listen now, good men of Rome, the decorated and honorable Lucius Cornelius Sulla, needs a navy and you are going to be the ones build it for him!" He begins, " He needs ships, BIG SHIPS, and they need to be transports, enough for five legions." "He needs the best quality wood, sturdy prows for ramming, the best sails for for his masts to quickly move his troops around. Do not worry about the money! Always get the best. And when they are done, we will buy the best slaves to man the oars!" He continued for another thirty minutes, droning on in front of the ship builders like they were some kind of legion before battle. They would get paid no matter what. Ships: Valerius orders 3 squadrons of Hexerarems , 1 squadron of Quinquireme, and 2 squadrons of Triremes .Throwing in an extra 1000 denari per squadron to ensure they are made with the best materials.
(I believe the extra deneri spent on the ships should give them +1 veteran status)

With the fleet now well underway and the legionaries having waited for some time in Ancona, Sulla had some time to take stock of his arrayed forces and the campaign that lay before him. Cartographers from Greece and Asia were instructed to provide the Consul with an abundance of maps and sketches of the island of Crete, providing details of topography, population centres, and possible beach-heads. The Imperator also sent missives to the Greek cities, Rhodes, and Egypt, requesting aid and reconnaissance on the Cretan pirates for the imminent campaign in the Aegean. It seems prudent to make as many preparations as possible rather than make the fool’s mistake of rushing headlong into hostile country with little thought to long term strategy. Information as to the whereabouts of the pirates would be rewarded handsomely by Sulla himself, the Consul having amassed a sizeable war chest of his own funds to spend on more ships and soldiers should that prove necessary. Hopefully, this campaign would be over in but a few months, and then Sulla Felix could snatch the lion’s share of the glory against Mithridates and petition the Senate to take sole control of the campaign. Regardless, for the moment it was a great opportunity for the general to get away from the prying eyes of the city. Amongst his soldiers, he would indulge once again in his permanent vices of drink and dice, delighting the rank and file with his crass tongue and ever present good fortune in games of money. A few visitors from the city of less than honest repute came to say their farewells, with the Consul notably spending a few days away in Picenum with his favourite actor and long-time ‘friend’ Metrobius.
Upon his return, it appeared the Consul was finally ready to set off for good. In notably optimistic spirits, Sulla convened his officers to discuss their strategy in Crete, the war council being furnished with a number of detailed maps, reports and diagrams as indication of their commander’s intense preparations.

Decianus, after a short wait, is shown to the tent of the Imperator, who for the sake of appearances has taken to wearing full military regalia. Attached to his breastplate were various decorations awarded in wars past, and fixed around his neck was the finely polished golden torc he had taken as a trophy from the corpse of the Tigrini king.

”Gentlemen. We shall make for Crete as soon as our ships are prepared to sail.”
Began the Consul, idly resting his hand over the assembled map of the Aegean Sea. Sulla’s piercing blue eyes rose to look at his legates.
”Our target shall be the port of Knossos, centrally located on the island and a good base to resupply from Greece.” Sulla tapped at its location on the map with his forefinger. ”Our transports will land to the east of the city while the warships proceed to blockade the harbour, under the command of Caesar. I shall lead our ground forces in an attack on the city with Cinna and Lepidus. If Fortuna smiles on us, we will secure the port quickly and have a central base from which to attack the rest of the island and force submission upon the Cretan cities.”

Cinna greeted Sulla and his counterparts.
"I agree with good Sulla that Knossos shall be our main base of attack, cut the had of the snake i would say"
It was something that made sense. Perhaps Cinna could get command of a second legion if he proved himself well with Fulminata.
"Once that is done i suggest that we send emissaries to the other cities to ask for their allegiance, then we will see what city is stubborn enough to resist and what city is wise enough to pledge loyalty"

Decianus greeted Sulla, though he appeared somewhat relaxed he felt a little bit uncomfortable. For Sulla was not a friend of his uncle and there was always a chance they could go after him for association.
"I have heard about your recent legislative proposals from others"
He had just returned from Sertorius' camp in anonymity and learned from roman politics from others.
"I am planning to run for Plebeian Tribune for next year, i am looking for support for my tenure"
Sulla was no friend of the Trivunate but then again Decianus could use the tribunate to shore up support for Sulla from the Roman citizens. No doubt the Romans held little love for Sulla's citizenship reforms. Perhaps he could introduce some populist reforms to appease them and make them swallow Sulla's legislation.

”You are the nephew of the recent traitor, are you not?”
Sulla probed, leaning forward and handing his papers off to an attendant. Something in those icy eyes of his indicated that Decianus had caught his interest.
”A brave man to seek the Tribunate and to come to me, no less, for support in your campaign.”
The Consul’s slaves poured them both a cup of wine, a fine Falernian vintage.

Decianus actually regretted his passing but even he realized that he needed to move forward, there was no populare leader now with Sertorius gone. With luck, he could introduce some reforms that his uncle had wanted to introduce if he had free reign.
"I think i can be helpful through the Tribunate while you are in Crete. I am afraid the Roman citizens are not to keen to share their citizenship with the Italians"
Romans were known to be chauvinistic and keen on their privileges. Suggesting citizenship to italians was what made the Grachhi fall from the good grace of the roman citizens.

”Know this. I am no raving demagogue, nor do I wish to be associated with one. My interests are conserving the Republic rather than trampling it. I expect the same from you, elsewise I shall name you my enemy.”
Sulla warned, with the characteristic mask of sternness he typically wore in the arena of politics or on the battlefield.
”But yes, you say what even a blind man can see. There is no climate for the sharing of civic rights at present, so I shall not force the issue. Perhaps when the Italians inevitably start rioting the Senate will wake up. Then, I suspect, they shall wish they had listened to me. Pah!”
The Consul chewed aggressively on a handful of grapes, washing it down with another cup of wine.
”My priorities for the present are ensuing that Rome’s interests abroad are defended. In particular, the war against Mithridates. That the Pro-Consul Crassus chose to unilaterally open war against Pontus is a concerning development. The man is a fine speaker, but is unproven on the battlefield. I fear for the integrity of Asia if the war remains solely in the remit of a bloated philosopher!”
Clearly, Sulla thought himself the best option for sole command. Especially with Lepidus pre-occupied with the Gauls on the frontiers. The war in the east needed a soldier of true mettle.

Decianus assured Sulla, Saturninus' rather radical "solutions" had failed. There were perhaps other ways to pass at least some of the reforms.
"You are right, i know little of foreign politics but even a village's idiot knows that an inexperienced orator is an easy target for this Pontic king"
Decianus held little interest for affairs outside the republic and refrained from saying more about the topic.
"Perhaps if we can placate the Roman citizens with appeasements then they shall be perhaps blind for such a change"
Then the senate would be powerless to oppose the move.
"And unless the senate wants to provoke a war then they would be powerless to oppose such a change when there is no one else to support their opposition"
Decianus added, perhaps now more relaxed.

”It is not my intention to give the assemblies such carte blanche authority to bestow citizenship.”
Sulla guffawed at the suggestion that the unwashed masses would better understand the subtleties of citizenship legislation than the Senate.
”Have you learned not from your uncle’s demise? The Senate, obstinate as they are, are the Republic’s sole guardians. The people should look to their betters. Leave such talk of appeasements in the gutter.”
Despite his personal ambitions, Sulla had little interest in appealing to the mob like a new Marius. Such base aspirations to democracy were tyrannical, and to be discouraged.
“The problem is that a mob exists to be courted to begin with. Even I cannot deny that the city is flooded with landless veterans and troublemakers, all trying to take a slice of whatever their filthy hands can grab.”
The Consul had seen plenty of those during his days in the Suburra.
“I shall make my offer plain. If you want my support, I want the command in the east. I want to make safe the Republic and the Senate. No convening the assemblies, least not an improper fashion. Rome is still reeling from the last would-be despot.”

Decianus conceded, despite disavowing his uncle publicly his influence on Decianus still showed from time to time.
"I will give you my word that i shall not convene the senate as Tribune and any legislation through the council shall be discussed in the senate first"
Convening the senate as Tribune was highly unusual and against Roman tradition.
"But you are right, the East needs a man with proven capabilities to take on the Pontic king, not an orator, so that shall be done."
Decianus conceded to Sulla, things were getting somewhere.
"Perhaps we could prevent coups from the inside by creating a police force, overseen by the senate of course. Such force would easily intervene if somebody would try to stir up the mob"

Sulla replied, then rose from his chair to indicate that the audience was over. There was a host of other things to be done before they sailed.
”Good fortune, Decianus. I shall see you upon my return.”
