As the banners of House Tully flutter in the wind, a war council gathers within the mighty halls of Riverrun. The atmosphere is tense, yet determined, as the fate of the Riverlands hangs in the balance. Lords and commanders from various houses have convened to strategize and plan their next moves in the rebellion against the Targaryens.
The room is adorned with maps depicting the lands of Westeros, marked with symbols denoting the armies of different factions. Lord Eddard Stark of Winterfell, his eyes filled with resolve and as a beacon of leadership and honor. Is in attendance Lady Catelyn Stark stands beside him, a symbol of unity and support as they enter.
The air is thick with anticipation as the commanders take their places around the table. Ser Brynden "Blackfish" Tully, the seasoned warrior and uncle to the Starks, exudes a commanding presence. Other notable figures such as Jon Arryn, Hoster Tully and not the least, Robert Baratheon would attend.

Jon Arryn sat in a comfortable chair, for he was a man in his mid sixties by now. Even at the recent Battle of the Bells, while Lord Arryn surveyed the field of battle upon his horse, it was his heir and nephew, by marriage, Denys Arryn, who led the footmen and cavalry as the overall commander. He was present with Denys off to his right, his newly-wedded wife, Lysa, was there too, but seemed distant. It was well known that, likely compared to the warm marriage that Eddard and Catelyn had, the marriage of Lysa and Jon was purely political. Those that were closest to Lysa knew of her... 'time' with a certain Petyr Baelish which was much more desired and warm than being married to the old Lord of the Vale.
Other notable knights and nobles were present from the Vale: Corbray, Templeton, Royce, Waynwood, and so forth. It had been the first time Jon Arryn had been able to see both Eddard and Robert together since their time in the Vale. He hoped that the two, who were like brothers, were delighted to see one another alive and well.

Black Walder stands among Lord Eddard's entourage as a representative of the Freys, who by all accounts were almost prepared to march. Gaunt and bony, the Frey knight looks several years beyond his tender age, a thick black moustache sitting above his top lip. He eyed Lysa wolfishly, well aware of the stories of old lords and nubile young brides deceiving them in secret. After all, he had lived them.

Robert arrived, wearing a golden doublet, buttoned, emblazoned with black stags. The hair combed backwards and cleanly shaven, the Stormlord looked regal in his attire and manners. He had a slight limp, for his flesh had been pierced by a polearm during the fierce battle at the Stoney Sept, but nevertheless he looked hale and hearty, towering over most lords with imposing height and frame. Baratheon, acompanied by his greatest bannermen, including his uncle Estermont, another distant kinsman, Lord Tarth, and lords like Caron, Swann, Errol, Dondarrion, Penrose and Wylde.

Robert's arrival at the war council breathed new life into the room. The golden doublet, adorned with the sigil of House Baratheon, spoke of his regal presence and unyielding determination. Despite the slight limp, a testament to the battles fought, Robert carried himself with an air of confidence and strength.
Eddard's eyes met Robert's, a mix of relief and concern passing between them. They had been through much together, and their bond ran deep. As Robert took his place among his loyal bannermen, the weight of responsibility and leadership settled upon his broad shoulders.
The room seemed to buzz with energy as the lords and knights of the Stormlands and beyond stood tall in their allegiance to House Baratheon.
Eddard spoke, his voice filled with conviction. "Robert, your arrival invigorates us all. The Stormlands stand strong by your side, their loyalty unwavering. Together, we shall face the trials ahead and claim the victory that is rightfully ours."
The war council at Riverrun had become a gathering of formidable leaders, each bringing their unique strengths and experiences to the table. The fate of the realm hung in the balance, but amidst the challenges, a sense of camaraderie and purpose permeated the room. As the council prepared to discuss their next moves, the combined forces of House Stark, House Arryn, House Frey, and House Baratheon stood as a united front, ready to face the trials and tribulations of the rebellion. The stage was set for the nextphase of the conflict, and history awaited its next chapter. The question only was, what would it entail?

"Thank you, Eddard"
Said Robert, dropping the less formal Ned that he usually used when adressing Lord Stark, for some decorum.
"Four kingdoms march against the Throne. The Scab King has only two"
He looked around.
"The Reachlords command many spears and swords, but they are feeble and their lord is but an oaf; many of his bannermen would rather have themselves in Highgarden, like Florent"
It was well-known Florents claimed kinship with Gardener, while Tyrell did not.
"We should try to divide them. I suggest sending someone of note, but discreet, to Brightwater, to sow some dissent. Let's promise Florent Highgarden if he is willing to betray his master"
Said Robert, placing both of his hands over the table.
"And what about Tywin? He always has been an arse, but a smart one. Where is he? Nothing from Casterly Rock that I know of"

Eddard Stark, now fully immersed in the war council, listened attentively to Robert's words. The gravity of their situation weighed heavily upon them, and Robert's strategic thinking was evident.
"You speak true, Robert," Eddard replied, his voice filled with seriousness. "The Reachlords may have strength in numbers, but their unity is tenuous at best. House Florent has long held ambitions of ruling Highgarden, and their discontent with the Tyrells is well-known."
He paused for a moment, considering Robert's proposal. "Sending someone discreet to Brightwater is a wise move. We need a trusted envoy who can navigate the delicate politics and convince Florent to join our cause. Promising him Highgarden in return for his allegiance could be the key to fracturing the Reachlords' unity."
Eddard's gaze shifted to the mention of Tywin Lannister. "Tywin is a formidable adversary, cunning and ruthless. His absence raises questions, and we must remain vigilant. It's unlike him to remain silent for long. Casterly Rock is a stronghold, and its forces could pose a significant threat."
He leaned forward, his expression determined. "We cannot afford to underestimate Tywin. His allegiance to the Targaryens may be wavering, or he may be biding his time, waiting for the right moment to strike. We must gather intelligence and ascertain his intentions. Our forces must be prepared for any eventuality."
Eddard's gaze met Robert's, a shared understanding passing between them. They both knew the challenges that lay ahead, the delicate dance of alliances and the ever-present threat of their enemies. But they were resolved to lead their forces with honor and determination.
"Robert, we will send trusted spies to gather information on Tywin's movements and intentions," Eddard proposed. "Our eyes and ears must be vigilant, so we can react swiftly and decisively. The fate of the realm hinges on our ability to outmaneuver our adversaries."

Walder almost laughed aloud. The so very honourable Eddard Stark was talking of spying and skulking, and the mighty Robert Baratheon lived in fear of the strength of a few flower wielding Reachmen.
”My grandfather’s brother Emmon is married to Lord Tywin’s sister.” The Frey knight announced gruffly, stepping forward to be seen at the side of Lord Stark. ”He is a fool, but he lives at the Rock as Lord Tywin’s goodbrother. Better placed than any spy, I wager.”

He is a lad, none will know who he is, for he has joined no tourney or no feast save that at Harrenhall, and he was but the litter's pulp"
Said Robert. "Eyes were fixed on my beloved, Gods be gracious and restore her to me"He added. "I agree about Lord Lannister..."Robert looked at Frey. He repressed a sneer, Freys were robber barons and weasels, little more than unjumped peasants. "You think your brother has the mettle to do anything of the sort?"It was well known that Ser Emmon was half the man Lady Genna was.

”My grandfather’s brother is closer to Lord Tywin than any of us. If to skulk and spy is your course, my lord, then he is your man.”
Walder gave the Lord of Storm’s End a nasty grin.

"If he can handle it... let's say he is our envoy in Casterly Rock, rather than a spy. Because a man would hardly do such thing to a brother in law"Less so if he is Emmon and the man is Tywin himself.

Hoster Tully listened intently to the words of the lords gathered under his roof. However, his attention was mostly focused on his estranged and disowned brother. Hoster rose and pointed a finger at the Blackfish, without looking at him.
"Lord Stark, he leaves my hall immediately. He is not welcome under my roof, and will not be considered a guest at my table."
He would not budge on this issue. His brother had wronged him.
"Concerning the war effort, we should focus our efforts on not losing our momentum. The sooner we end the menace of the Mad King, the better. Marching east to King's Landing will force the Targaryen's hand to give battle. If we choose the battlefield, we can crush the Tyrells and Connington once again. Tywin Lannister is no fool and would want a seat of importance in the Seven Kingdoms after King Aerys."

Jon Arryn, sitting within his chair, listens to the designs and suggestions of the younger lords, namely Eddard and Robert. Once they, and Hoster, had spoken, the Old Lord of the Vale speaks up.
We should focus our efforts on the capital. While it is sound to try and entice the Florents to rise up, much of the Reach is still loyal to the Iron Throne.
A host of which was now bearing down upon the Stormlands, which another was still attached to the Royal Army.
The Reach's manpower is vast. If we become too entangled, this civil war drag on and it won't be good for the realm.
It wasn't good when the Dance happened after all. Thank the Seven there weren't any dragons in his time.
We must either march on the capital forthwith or find where the Royalist army went. Deal them the decisive blow and ensure the Mad King has no one loyal to call upon. Sooner than later, since we have yet to see the Dornish banners yet.
A whole untapped pool of manpower for Aerys to throw at them.

"Perhaps best to just march in force on the army before us, with hope Rhaegar is among them. Crushing him would crush their morale." Eddard said sternly.

"That could be the way to end the war"
Said Robert.
"I will gladly smite that criminal, cave his chest in and throw his body to my hounds"
He added.
"I will gladly have his heart, for his felonies. I shall end this dynasty, no matter how many heads the dragon has or had or will have"
He clenched a fist.
"And, then, by right of blood and conquest, I shall bear the crown and mount the throne, and I will right the wrongs and make Lyanna my queen"
