Given the divisions of some regions, such as the Reach and the Riverlands, the disruption had wrecked havoc upon their funds. The treasury would need to be sorted before funds could go to building a fleet.
King's Landing is scarred from repeated riots, once rich lands are not vacant due to the loss of life, a great number from the Riverlands, Stormlands, and the Reach are now dead. Taxes will prove bothersome for a time. It will take time to secure funds to even build a ship.

Still, to secure Harrenhal would be vital in reopening trade routes into the North, the Westerlands, and the Vale. A strong garrison there would serve to also secure the roads and aid the Riverlords in banishing the banditry. Ser Corwyn should call upon the aid Lord Tully and Blackwood who proved their mettle at the Kingsroad.
Although Mooton was nearby, he had proven to be a coward, hiding behind his wall as the Riverlands suffered. Although Royce should despise the mention of Bloody Ben and Lord Kermit for killing his daughter's husband, the late Lord Borros, they proved their worth and old divisions must be healed for the realm to be reformed once more.

Roland clasped his hands together and mulled over the words of Lords Rowan and Royce.
"Re-establishing overland trade will certainly help the Westerlands recover, but much of our trade went by Lannisport that now lies in ruin. Then we have the mining towns near tve coast that have seen their livelihoods disrupted. The gold of the west will sadly be harder to come by for the foreseeable future."
Lord westerling turned to Lord Velsryon himself.
"My Lord Hand, your mighty fleet still remains. I understand that the pirates now occupying the Stepstones are blocking your way to reach the Sunset Sea, but when can the Westerlands expect aid against their hated seaborn foe?"

Corlys looked at Westerling. Politics make odd bedfellows. The Westerlings would have cut his throat and all of his family a year or so before; he was sure, almost certain that they rejoiced and toasted for the death of his wife and grandchildren. He had little love for them, who were such ardent supporters of the Usurper.
"Nothing I can do as long as pirates infest the South, moreso when we have no compliance from Dorne. I was considering sending my grandson to the princess and seek her understanding. Without Dorne crossing in force to help the West is nigh impossible. I could force the crossing into the West, but without adequate supplies and having to fight nail and tooth, my fleet would not be able to face the Red Kraken"
Also, the Westerlings could get to penance some more time for their simpathies.
"We need the West to stand proud and destroy the islander menace"
We need the gold. Corlys now regretted not having listened to Daemon's advice about uprooting Lannister and Baratheon.
"Do any of you have a suggestion for filling up the office of Master of Coin? I have seen the ledgers, and they are... not good"

We could send a diplomatic mission to the Hightowers and Redwynes in the mean time, Lord Hand.
Royce suggests to the elderly Velaryon.
While your fleet is bottled due to the obstacles, we could send someone to gain the support of the Regents of the Reach for Lyonel Tyrell and, through them, perhaps gain leverage to access the naval assets of Oldtown and Redwyne to aid the Westerlands. It would be more direct support and hopefully stabilize the shores against the ongoing raids.
Hightowers had supported the Usurper though and had lost gravely for it. Still, it was worth a try.
As for my suggestion for Master of Coin, perhaps Lord Westerling or Rowan could do the job.
Royce states, supporting either one of the pair.
We will also need someone to fill the vacancy for Lord Commander of the City Watch. The capital needs to be stabilized.

He’s a good lad of proven valour and loyalty, and should be able to whip the city boys into shape. We will need order in the city if we are to raise taxes.”
Thaddeus glanced at Corlys as if to remind him of the obvious fact that the Rowans had been loyal to the true king and his mother right from the very start.

Royce Caron lightly toys with a ring upon his finger, the very same worn by his father and grandfather as appointments were made.
A Lord Commander of the Kingsguard has been named, so the protection of His Grace is assured. A Lord Commander for the City Watch will ensure the streets are safe. But, what remains left then, of the appointments, is a Master of Law. I'd say something important considering the lack of law during the recent riots and when Aegon, the Second of His Name, was murdered.
Despite his usurpation, he was still seen as a King, considering Lord Stark sought those who had murdered him.
Lord Hand, I would like to take the responsibilities and duties of reforming and stabilizing our law. I will coordinate with the City Watch in ensuring our streets are safe.
Lord Caron states as he looks at the Lord Hand.

Roland Westerling clenched his fist with the too-sudden appointment of Lord Rowan of master of coin. Sensing another important position at court about to be lost, he turned to Corlys Velaryon.
"My Lord Hand, I would also like to offer my own services to the king as master of laws. Though my fighting days are thankfully behind me, my mind remains ever clear in matters of bureaucracy and law."

"Of the Small Council, only such appointment remains, but the household is of a different matter. The treasury, the chancillery and the Hight Justice remain barren of any authority or control as well"
Said Corlys.
"Alright, Lord Caron, Master of Laws you shall be"
He looks at those gathered around the table.
"Every one of you involved in managing one of the king's affairs shall appoint new loyal subordinates as soon as possible. Men of proven loyalty to the King himself"
Velaryon emphasized that last line.
"And men of the Council, we need lads and lasses to form the king and queen's households. The queen could use the company of younger noblewomen of her age, and also of well-natured but stern matrons, to lead her entourage and serve her as ladies-in-waiting. The king will also need scions of noble houses, my lords, those of you who have nephews and cousins and sons of proper age, they shall serve as pages and squires here"
He leaned back on the chair.
"The realm has bled much, if we are to make it whole again, we will need the next generation to have some love and affection for each other. Or at least some modicum of mutual respect"
He almost spit the last word.
"And you, Lord Westerling, shall be the king's Lord Chamberlain. You're a man of good birth and proper age, you shall take good care of that"

With the Lord Hand making appointments, Caron decides to speak up on a matter.
We should discuss the necessary education of the King.
Without a parent, it was up to them, the Regents, to see the prince, now boy King, made into a proper successor. As the son of Daemon Targaryen, it would be prudent to have the sword-arm of the young Aegon III be strengthened. As a great-grandson of the wise Jaehaerys, his mind needed to be molded and sharpened. There was much to be done and the war had caused delays in a proper education given the absence of many and the times Aegon moved about.
A maester named to educate him in matters of history and politics. A loyal sword to train him in the art of knighthood and combat. Perhaps someone who could even teach him the language of his forebearers, the ancient Valyrian tongue. The realm will need His Grace to be properly educated... it will renew confidence in the Crown to have a well-versed ruler.
Or at least a more capable one than the destructive leaders of the Dance.

Rowan found it hard not to sympathise with the young lad, having lost almost all his kin in the span of a few short and violent years. Rowan himself had buried three sons, all taken by sword or dragonflame.

He leaned forward.
"That brings me to a thorny issue. There is no male of Targaryen blood left, only women. I propose that this council makes my eldest granddaughter Aegon's heir, so there is no doubt about succession anymore, that the affair is all but settled and the realm may rest. This time, there is no other Targaryen prince, solely they remain, and their claim is strongest, by kin and proximity of blood"

The elderly Caron’s eyebrow went up at the proposed heir to Aegon III. It wasn’t the matter of the sex, as there were only females remaining, but the blood relation to the throne that made him react as such.
Lord Hand, you are neglecting a claim closer to that than the children of Prince Daemon and his first wife, your beloved departed daughter.
Royce speaks before adjusting his posture in his seat.
As a granddaughter of the late King Viserys, Queen Jaehaera has a claim stronger than that of Baela and Rhaena given the proximity of her blood to royal line. She is, after all, the descendant of two Kings now as both a daughter and granddaughter.
Lord Caron states to the elderly Velaryon.
It would be rude and unwise to neglect the Queen’s claim. After all, while the marriage of the King and Queen was done to mend wounds and scars, her claim was not invalidated as a result of the wars end either.

Thaddeus announced to all present, trying to find some middle ground between the two nascent factions, or to put a bolt in such talk.
”And the only male heir with an ounce of dragon blood is a bastard, if you would forgive my crudeness towards your grandson, my Lord Hand, but I must speak frankly when the interests of the realm are concerned.”
He paid Corlys a nod of deference.
”So our choices are between unruly girls or a bastard of questionable origin. I say the King is young and healthy, let us pray he lives long and fathers many an heir. Save talk of the succession for many years hence.”
