The Plebeian Council could only be summoned by Tribunes of the Plebs, with any Patricians barred from even attending. Here legislation can be proposed and voted upon, taking effect for every Plebeian in the entirety of the Republic.
However, these acts must be confirmed prior to their introduction by the Senate, and do not apply to Patricians.
