Otho Caesar returns to Roma a few days after word of his victory over Vitellius entered the eternal city. At his back are three legions, and the more confident autocrat declares that the grain dole will continue unabated and games will be commenced.

A general amnesty has been declared by Otho Caesar: any Roman citizens who were supporters of Vitellius, and who still yet live, may appear before the Augustus and request his forgiveness. Individuals attempting to do so will not be harmed, as per the sacred laws of our city.
A time limit of a year is placed upon this amnesty.
