The provinces of Germania Superior and Inferior are the border regions along the Rhine that separate the Gallic heartlands from the wilds and tribes of Germania. Fortifications have been strategically placed by both the previous Roman Republic and Emperors before Otho in order to protect the borders from incursions by various German tribes. Alongside the Danubian provinces, the Germania ones are the second most highly militarized, namely due to the presence of six legions.
With the defeat of Vitellius, Otho has gained the territory once held by his opponent. Appointing Marcus Antonius Primus as Governor, and sending a large force under the command of Paulinus, the Otho loyalists come into the region to pacify rebelling cities, traitorous legions, and a revolt by Batavi, led by a Roman client chieftain, once allied to Vitellius.
