Lucius Valerius Flaccus arrives in Crete and makes his way to the city center to make his office and begin gathering information about the situation in Crete. Rumors had reached him about growing problems among the populace.

Lucius finds that the Publicani have only recently arrived on Crete, but despite the promises given by Lucius Sulla they have begun extracting money from most of the ostensibly 'Free' cities on the island. Though not direct taxation, the predatory offering of high-interest loans and subsequent seizure of property is how the tax collection cartels have made the Cretans feel the squeeze. Many Cretans find themselves being sold into slavery when they cannot pay their debts, and are forced to work on properties that they once owned as free men.

Valerius senses a chance of opportunity with the discord all over the island. He first puts out a call for the leaders of bigger cities and towns to head to Gortyna for a meeting to discuss the situation in person. He also hires a few Greek sculpture specialists to locate the best pieces of bull jumping art on the island, whether as reliefs, statues or painting. (-1,500 Denarii)
Any publicani are ordered to suspend tax collection for the first two months of the year.

A very fat Cretian noble arrives at the pro consular palace. He demands to speak to the Roman governour. Stating that a Roman noble has abducted his three daughters.

Valerius invites the Cretian noble into his office for a private conversation. "Welcome, good sir. Thank you for coming, I have heard you are having problems from abuses to you and your family." Lucius begins. "I am sure we can settle these atrocities without violence."

The man is distraught at Valerius his notion of a peaceful resolution. He smashes his hand on the table. "Your people have stolen my daughters. They must be returned immediately!" he yells aloud.

Valerius stared at the man after the outburst. Perhaps it could be forgiven with the circumstances.
He got up from him curule chair and walked back and forth then towards the man, who seemed somewhat shocked by the silence.
"Yes, of course we will get your daughters back. My men will be looking for them and the one who stole them as soon as we are finished here." He stated coolly. "But yelling at me will not make it happen any sooner."
He continued walking all the way around the man. "And the one responsible will pay dearly, make no mistake about it." He paused to make sure the man understood his meaning. "And then once they are returned to you, you will help me here in Crete so we have no more situations like this again."

The man exhaled sharply "Sir you must understand that I am merely looking out for the well being of my daughters" He assured the pro consul. The man was taken aback by the offer however, what could a Roman pro consul expect from a mere Cretan.
