The underworld of Rome thrived. Without an actual police force in the city, many gangs erupted and held territory throughout the city. They rival each other for control. Mainly for their own games but sometimes with the backing of a senator. After having an influx of Italians vying for citizenship gang violence was on the rise as well. Extortion, protection money and gambling syndicates were at the order of the day. Sometimes these mobs would war each other for the territory, other times because they aligned with senators and battled for power. With these gangs situated in the worse parts of the city, Lepidus had some intermediaries set about to meet the heads of these mobs. His scouts if you'd call them that. Reported back there were ten medium sized gangs that would be open to contract work. It would cost Lepidus a great sum of money of course but he could pay it no doubt. With the plans he had.. he could pay a lot more.
Spurius, Titus, Decimus, Gnaeus, Aulus, Caeso, Sextus, Manius, Marcus, Mamercus. The names of those who commanded gangs with the size of a hundred man. They were all approached through intermediaries. Never hearing the name of Lepidus. Lepidus had made sure of it, this couldn't lead to him even though it was highly doubtful someone would do the effort. Regardless caution was advised. Lepidus had set his sights on a building block in Rome, inhabited by many but the owner refused to sell. Lepidus thusly had to turn to different methods. Using his network of intermediaries one of the gangs had been ordered to put the block to the torch. While two others would start a scripted braw so that anyone who would seek to put out the flames, was so hindered that they couldnt intervene.
