Garrison: Legio VIII 'Sicilia' Base tax: 1,000 denarii Capital: Syracuse Pro-Praetor: Gaius Fabius Maximus Atellus (till 100 BCE) Encompassing the whole of the island, Sicilia was the first province to fully join the Roman Republic after the end of the First Punic War. It's population has a minority of Roman elite and farmers, but the rest is made up of Greeks and Punics, who have long been natives to the island. It's major cities include Syracuse, Catania, Messana, and Lilybaeum. Economically, it is a source of commercial trade at the boot of Italy and near the shorelines of Africa. Many Eastern merchants flow through its ports on the way to Rome, Carthage, and to the West.

With the rebellion smashed, Gaius returns to Syracuse in triumph. He disbands those who served his forces as auxiliaries, rewarding them as gratitude. And, as promised, the Pro-praetor gathers members of the Greek, Punic, and Roman elite in a council to help determine the improvements and recovery of the damages done during the recent revolt.

On the whole, the assembled elites appear entirely ungrateful for the ending of the revolt, with many protesting that Rome was slow to send a competent official out to destroy the slaves; the speed at which Atellus accomplished this task provoked the appearance of Roman indolence rather than a great threat from the slaves. Many clamour for compensation for damaged property and freed slaves, proposing that the Roman state pay them directly for their hardships after being forced to suffer the indignity of being occupied by slaves.

To ease the elite, the Propraetor proposes the following motion to the Senate which would free Sicilia from paying taxes to the Republic for a period of three years and would also gain funds to repay for losses and for the Republic to invest in the recovering economy. This measure of compensation would help them regain lost slaves, rebuild damaged property, and be viewed as a gesture of good faith to the elite of this province. Additional, Gaius gave his sincere gratitude and offered his condolences for the losses inflicted by these troublesome rebels. The presence of Legio VIII would help with securing peace.

They grumble at this. Amnesty from taxes is welcome as is the compensation, but many have lost much of their wealth and know that it will take Rome a long time to pay its debts. Many complain that the previous governor spent more time embezzling from the province rather than putting down the revolt.

A message arrives from the Roman Senate. Gaius assures the elite that Sicilia would be made strong and vibrant once more. It would take time, but the Republic would help in this endeavor. Rome ensured that the rebellion was put down and the culprit behind this negligence was arrested and brought to trial for his inaction and neglect of Sicilia. So too would Rome see Sicilia thrive again. ---- The message that arrived caused Gaius to have some concern. The wording made him wonder if something was wrong and if it was best to return anyways. After all, Sicilia was out of danger and the progress of rebuilding underway. So, with that in mind, the Propraetor assembles capable persons to manage things in his absence and decides to return to Rome at the head of Legio Sicilia.
