The King doubted the usefulness of the Goldcloaks, but in the short term they were undoubtedly necessary. After meeting with the King, and sending a couple of ravens to Oldtown and a third to Harrenhal, Old Walter came to the makeshift headquarters of the meager Goldcloaks. He sought out their commander, a Ser Raymar Lefford, who was the son of the Master of Coin. Best get on with knowing faces and getting to work, thought the Lord Whent as he entered the facility.
Lord Whent was duly shown to Raymar's office, in reality simply a segmented part of a large tent, walls of cloth and a tent flap sufficing for walls and a door.
"Lord Whent," said Raymar, rising to greet him and offering his hand, "I understand you were named Master of Laws, making the Goldcloaks one of your many responsibilities. As you can see, the institution is currently undergoing some rebuilding."

poachAt least this should be the easiest of those responsibilities.Walter remarks as he looks around the office before looking outside. The Westermen still wore their armor, not that of the Goldcloaks. Likely their headquarters and armory went up with the wildfire. The damn flames could burn through anything after all. Turning back to Raymar now, Lord Whent sighs. I sent word to my son in Harrenhal, see if we can bring in some additional men and perhaps spare some blacksmiths to help get things better equipped and ready here. With the amount of refugees, crime will be at an all time high as desperate people turns to radical measures.The Master of Laws knew this was one of the priorities in order to keep peace and security. What is the situation thus far, Lord Commander?

"In a word, precarious." came the flat reply. Raymar walked outside with Lord Whent and pointed to a group of drilling Goldcloak recruits.
"There's around 250 trainees at the moment," he said, before turning around and waving his hand at a line of tents, "and that is the accommodation for the roughly 400 pre-fire Goldcloaks we still have. We've dismissed 19 for various petty offences, as some of them thought to turn themselves into thugs in gold cloaks, preying upon the vulnerable," he then pointed to the gallows, which were currently empty, "we've also hanged 6 men: 3 for rape, 1 for murder, 1 for trafficking women, and 1 for theft of food rations."
"All in all, by the end of this week, we'll have around 600 goldcloaks, and we can churn out around 200-odd a week after that, given suitable recruits. They're under-trained, but needs must for the time being. We've got plans afoot to promote batches of the 400 pre-fire men we have to low-level leadership roles in order to continue training in an on-the-job manner. The hope is that by the time we reach the point of there being too many post-fire newbies in the ranks for the pre-fire veterans to effectively lead and mentor, which we think we'll hit once manpower reaches around 2,000 men, we'll be able to start promoting the best of the post-fire goldcloaks into leadership roles as well."
Lastly, he motioned to a group of men-at-arms that could be seen passing by the front of the Goldcloak compound. These particular men were in the livery of House Follard of the Crownlands.
"Currently the heavy lifting in terms of maintaining order in the tent city is done by loaned men-at-arms and knights from the many armies camped around the ruined city. They won't be here for a great deal longer, and when they leave things will get worse before they get better. Even now, some of the Lords loaning their men don't particularly care if said men are themselves rapists, murderers, or criminals in house livery, and I can't hang those bastards like I can the bastards in our uniform. They tend to go hide within their own army camp once their crime becomes known, and not all their masters are cooperative in handing them over for judgement."

It would be wise to give jobs to the refugees if possible. They will sooner turn to thievery and mischief if they aren't given focus.
City Watch would need to be rebuilt entirely. Given so many fled and died. Walter even suspected that a group of them probably hid among the refugees to hide their shame and crime for abandoning their duty.
Certainly, the artisans could be use to help in getting the armory remade for the City Watch.
Lord Whent coughed slightly then proceeded to clear his throat once more. It had been a long journey and the Old Lord of Harrenhal could use a nap.
What a mess... crime will certainly be hard to control. I don't envy your job, Ser Raymar.
