Olenna seemed to regard the Dornishman with a long look.
”Words in the right ear would be useful from a man on the Small Council. It would perhaps serve your purposes better to publicly reconcile with the King, or else our arrangement might be endangered.”

Lord Tarly is admitted into the solar of Lady Redwyne; Mace is in Oldtown visiting his father-in-law. Randyll enters the solar and bows appropriately before the dowager lady of Highgarden. Tarly had met the venerable lady many times before - a sharp mind with a sharper tongue. "Good health to you, my lady. Highgarden seems in high spirits after Lord Mace's victory in his tourney. Some well-earned levity after this pointless war."With Olenna's permission he took a seat to rest his legs. "I had hoped to discuss some issues regarding our northern regions and the refugees from King's Landing with Lord Mace. As lord marshal I thought it prudent to discuss our options before moving forward."

"We share the same concerns. Tragic though their fate may be, doing nothing invites brigands and troublemakers to the Reach. The fewer we have to deal with, the better. I suggest we close the roseroad at the border, west of Bitterbridge. Those who can prove any worthwhile profession or skill - smiths, cooks, soldiers, seamstresses and the like - would be allowed to enter for a toll. No doubt they will be able to find productive work. Those who have no credible skills or cannot pay will have to leave. Any known criminals can be dealt with on the spot."
He retrieved a piece of paper from his pocket. A list prepared by his maester of everything needed to conduct his border control. Soldiers, horses, food, wood, tents, all manner of equipment and the like.
"This will of course require both men and resources, the details of which I won't bore my lady with, and the cooperation of the houses of the north-western Reach. With Lord Mace's blessing, my work can progress without unnecessary impediments."

Replied Olenna. The Roseroad could be kept open the other way, of course, or else the people of King’s Landing would starve and only compound the situation.
”You may have whatever you require from Highgarden to ensure our borders are kept stable.”

He would stay over as a guest of Highgarden and leave for the eastern Reach in the morning. It would take some time and effort to organize everything, but hopefully his fellow lords in the north-east would not cause him too much trouble in performing his duties. "This rebellion has caused too much trouble, yet so many rebellious lords still walk around with their heads still attached. I wonder if King Rhaegar's mercy will be a strength or a weakness - bad blood can be soothed and embroiled on either side."
