Ser Osmund Kettleback, of the Kingsguard, reaches the walls of the city and, then, the gates of the Keep. He says to have been freed by Lord Waters to negotiate the release of the king, Tommen, and the rest of the hostages.

In lieu of king, regent, and hand, Randyll Tarly, Master of laws and one of the two people left in charge of the armies at King's Landing, received him. After wine was poured and brief pleasantries exchanged, he immediately drove to the heart of the matter.
"Ser Kettleback, what demands does the treacherous bastard make?"

Devan Lannister, having heard that Ser Kettleback of the Kingsguard had come to the city, made his way through the Red Keep to where Lord Tarly was speaking with the man. He walks in, noticing Osmund was present with the Master of Laws. Calmly, he brings himself into the presence of this meeting, but keeps a distance. As this concerned Tommen Baratheon's life, Ser Lannister felt it was best he be here for this.

"Ser Kettleback, what demands does the treacherous bastard make?"Kettleback stands well over six feet, hard with muscle, he looks down at Tarly with dark cruel eyes. The white cloaks does grant him certain nobility: "We were captured by brigands, they talked all the time of their master being a dragon, or something of the sorts. Some of them talked with a thick accent I have oft heard in my times as a sellsword in the Disputed Lands. I believe they were men of the pretender at Storm's End, whoever he might be"
He said, the bit about the Essosi sellswords pretty much wasn't a lie. "But, Waters, that dog, did capture the ships for profit, yet found us and treated us gently. He has the king now, who's treated with honor. But the bastard is afraid of being blamed for he crimes he didn't commit, sire"He tilts his head slightly. "Now, the cursed pirate wants the princess in exchange of ser Loras and the king"Kettleback crosses arms over the chest. "However, been there and there, I know how to take the king home, ser"

"That may be some trouble, seeing as the princess has already been sent away to safety to be with her betrothed" he emphasized the last word. Randyll had certainly heard of the reputation of the Kettleblacks from whispers around the castle, as well as from other knights, though he had never spoken to Osmund - the king, and especially the queen, had kept his one close. The stories he'd heard said that they were capable fighters, easy to talk to, and had a particularly good relationship with the keep's serving wenches. Aside from the first, these things did not particularly interest him. The man was taller than he'd expected though.
"There must be something other than a princess that can satisfy Lord Waters," he continued, "I can certainly guarantee that he will not be blamed for this, if he had no part in it." That much was true, in a way, if Waters had been innocent, he would not have been held responsible.
"When you say that, do you mean you could get the king out without having to meet Waters' demands? That would be the most preferable course of action. It sets a poor precedent to bow to the demands of bastards and pirates, especially when those demands would make him a prince."

Devan kept his silence, listening to what was being said. The last bit of Lord Tarly's words was a rather questionable action. There was no Royal Fleet, the Redwynes, who had been present, were off in the Reach, licking their wounds. Waters had ships aplenty, more than likely. A rowboat wouldn't even help them get away from Dragonstone. Things sounded too risky to remotely get the King off of Dragonstone without meeting the demands of Waters.
The Westerman turns to Lord Tarly after he spoke.
Given we are without a fleet, if Tommen managed to escape, without promises to Waters fulfilled, it could result in terrible retribution upon King's Landing.
Unknown sellswords managed to get into the Red Keep after all.
Kettleback and the King would be completely exposed and without our support on the waters.
A part had to be played by Ser Lannister.

My brother will be happy to lend a hand, he knows his ways"

The actual time on the water would still be cause for concern, but we have to imagine that Waters will be taking great precautions to not end your young cousins life. The moment Tommen dies, he has no grounds to negotiate at all."
He turned back to Kettleblack. "A feat worthy of Barristan the Bold, Ser, and certainly one which we should keep as an option. Perhaps when you return to give him counteroffers."

Devan rubs his beard slightly, thinking for a moment.
The Red Cloaks were better trained, Lord Tarly, and they failed to protect the Red Keep from the sellswords. Everyone knows the City Watch is not as skilled as it once was. Morale is low given the lack of payment. I even hear the present Lord Commander isn't best suited for the task of leading them. A mere replacement in fact.
Lannister and Tarly both had troops of the Westerlands and Reach around and within the city's limits. They were more reliable and better trained than the City Watch.
If we can pay them, or find a better candidate to be Lord Commander, then maybe they can be relied upon more to defend King's Landing.
Alternatively.
Otherwise, call in men from the Reach or the Westerlands perhaps as a castle guard.

The other Kettleback sent a message in the morn, not by his hand, as he was unable to write or read: apparently, Waters had been found outside a brothel, naked and with his neck cut. After investigating on the matter the captain said the bastard had a squabble with another man of the Watch for the use of a whore in the local, weak and cowardly, the Lord Commander fled and was slaughtered soon thereafter. The murderer is no-where to be seen, having left the city. Kettleback is of the opinion the personal vendetta will not cause further trouble. He reminds Tarly of his offer now that the rank of Commander was vacant again.

It would be unfortunate for Osfryd to be appointed Lord Commander only to have the common folk start to tell mistaken tales that he was the one who might have killed his predecessor.
