It was his wish to use it against the optimates. "On that matter we are in accord." Silanus agreed. "Many prominent men are about to be outside the city, it is the opportune time to pursue reforms. Do you have anything particular in mind?" Of Course Silanus had several plans in mind, but he would defer to the tribune's own plans since he held the power to convene the assembly.

"I have written up a draft that will distribute the lands currently occupied by the barbarian hordes in the north to the Roman poor and the Marian veterans" Saturninus replied, it was a first step in the many planned reforms.
He also recalled the conversation with his co-tribune.
"My co-tribune also suggested we give full citizenship to the veterans who fought and bled for Rome in battle." Saturninus further added.

"Fine notions, fine indeed." Silanus nodded. "I also have meant to bring proposals for taxation on land owners and those collecting rents within the city in an emergency capacity, ten percent seems fair to me. I also plan to introduce legislation opening up candidacy in the College of Pontiffs to the plebeians."

He recalled the Gracchi reforms, if introduced all at once then the same fate would wait them.
"Best to start with giving the liberated lands to the poor and veterans first, then we will enact the other reforms later on"
They needed as many allies as they can, for the optimates would never let these reforms pass without violent opposition.
