Tribune Decianus would assure the Roman citizens that he is planning to have legislastion passed that would tackle the issue of Theft and employment. He informs the citizens that his proposals are currently under discussion in the senate.

Decianus greeted the Italian aristocrat, a client had whispered his name to Decianus.
"It seems you wish to talk to me, feel free to do so"
It seemed that the Italians had gathered around the forum to demand civic rights.

"Salve, Tribune."
Silo grasped the man's hand and gave it a firm shake. He was accompanied by many venerable looking Italians, presumably men from the other Socii.
"I am of the Marsii, and speak for the cause of the Italic cities in Roma. We are looking for someone who might take up our suit. The help of an up and coming politician such as yourself would render us extremely grateful."

"I am quite sympathetic to your cause"
Decianus said, though he doesn't oppose citizenship for the Italian allies in itself, Decianus was afraid it would damage his relations with the roman citizenry. For the Roman citizens were chauvinistic about their exclusive privileges.
"I have had a conversation with a politician about the same issue you see."
Decianus recalled his conversation with Sulla. Though he had warned him to not touch the issue in the plebeian council.

"We can offer aid and support to you in return. The situation is, frankly, becoming untenable."
Replied Silo, who obviously was looking for some concrete concessions.
"I believe that if something is not done, the situation might escalate beyond anyone's control."

"I will take up the cause in the senate and start gathering allies for it"
Decianus wanted to push such a change through the Plebeian council but he didn't want to invoke the wrath of Sulla.
"I propose that we take this piecemeal, for there are hawks in the senate that will oppose such a change"
Decianus said, he had ideas running through his head.
"I propose first that we give Italian soldiers who have fought for Rome be granted citizenship automatically."

"Very good. I shall leave it to your discretion. However, I suggest that some measures to mollify my people be passed soon."
Replied Silo, with a smile.
"We shall speak on this later. Farewell for now, Tribune. I have business to attend to."

Decianus replied, shaking hands with the man after which Decianus left to seek support for his reforms.

Decianus greeted his Italian friend on the Aventine hill. He had just returned from the senate and looked concerned.
"I have tried to make the senate see the light on the issue but i am afraid that certain conservative hawks oppose about any change."
Decianus informed Silo, regretfully oafs like Metellus predictably opposed necessary changes. If they wanted the Italians to uprise then that would be their doing he surmised.

That the majority of the Senate opposed was no surprise. That the Consul did not was significantly more interesting.
"You should approach Consul Fabius on our behalf, and perhaps summon the Plebeian council under his auspices. As I understand it, you might circumvent the Senate's authority."
Silo replied, understanding that such things were a slow process.

It seemed that this Metellus had a nose in everything.
"There are perhaps other lower magistrates supportive of such a change but that is a question mark for now"
Drusus was an interesting target for support perhaps, but he was of now too unimportant to cause any change in the senate.
"With little political support in Rome i fear it will be difficult pass laws even through the council, however i know that Sulla is supportive."

"And yet I hear his cronies voted against your bill. I surmise that he is only supportive when it suits his own interests."
Silo drily replied.
"Push hard on Atellus, get his support if you can. If not, try to court some of these lower magistrates."

"I have little faith in the senate in its current form, it an institution with old rusty men who do nothing but empty talks"
Decianus said, confessing his immense dislike for the institution to his friend and ally.
"I will try but even Drusus seems to be absent"
The tribune didn't really know what he is doing these days.
"I think the senate needs to be shaken before they see common sense"
Decianus cared little to speak such words when he was privately with his allies.
